From the initial dozens of types of products that need to provide security certification to thousands of types, the market has basically implemented The entry system requires that products listed on the domestic market must have a compulsory certification mark. In recent years, Russia has gradually strengthened the compulsory certification management of imported goods and extended the compulsory certification of products to customs.
On May 12, 1999, Order No. 282 of the State Customs Committee of the Russian Federation promulgated the "List of Commodities Subject to Compulsory Certification to Enter the Customs Territory of the Russian Federation". According to Russian law, these products are only qualified by the national standards issued by the Russian National Standards Metrology Committee Certificate (GOST certificate) before entering the Russian market. For most Chinese products, as long as the Russian national PCT standard certification certificate is obtained, it is equivalent to getting a pass to enter the Russian national gate.
I. Scope of Compulsory Certification Products
Mainly include: food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, ceramics, etc. Compared with China's exports of Russian goods, it can be seen that most of China's products exported to Russia belong to the scope of compulsory certification. Animal and plant products must also have animal and plant quarantine certificates, and food must have health certificates.

Russian Product Testing and Certification Center (ROSTEST--MOSCOW) is the authoritative organization designated by the Russian National Standards and Metrology Committee to supervise, test and certify products and services, and is the only organization authorized by Russia to engage in product certification abroad.It has seven jurisdictions The standardization, testing and certification center has a total of 1,450 employees. Its responsibility is to certify products entering the Russian market in accordance with the Russian Federation's "Product and Service Project Certification Law" and other regulations, to safeguard consumer rights and promote the development of enterprises.
Significance of passing compulsory certification
According to Russian law, if a product falls into the scope of compulsory certification, whether it is produced in Russia or imported, it should be certified according to the current safety regulations and receive a Russian national standard certificate of conformity (abbreviated GOST certificate). After the goods arrive in Russia, it is very inconvenient to apply for a certificate. Customs inspection fees and customs warehouse storage fees must be paid. The costs may exceed the profit of the transaction and take a long time. What is more serious is that products without GOST certificate are not allowed to be sold at all. For enterprises, obtaining the Russian Compulsory Certification (GOST) can on the one hand be directly sold on the market. After obtaining the Russian GOST certificate and health certificate, it can set up entrusted sales or direct sales in Russia. The second is to solve the problem of using certificates for a long time. Once the certification is passed, a copy of the certificate will be issued for each batch of products exported within the three-year validity period, which can be used as a valid certificate to ensure export and listing. The third is to use the Russian compulsory certification mark to enhance product value and provide credibility guarantee for enterprises to explore the Russian market.
Fourth, compulsory certification procedures
1. Application for certification and submission of relevant documents;
2. Russian experts come to China for factory audit;
3. Russian experts take samples and send them to Russian National Laboratory;
4. Laboratory quality inspection;
5. The factory audit and laboratory inspection are qualified and a certificate is awarded.
The certification period depends on the preparation of the enterprise and generally does not exceed 3 months.
