PVOC Kenya Certification

According to the Kenyan government decree, your company's importer must obtain a COC (CERTIFICATE OF CONFORMITY) before going through customs clearance procedures with Kenyan customs. After the inspection is completed, the original COC certificate will be sent to the exporter by express mail. If you need to send it directly to the importer or other people, please clearly indicate in the remarks column of this application form.

Legal and regulatory system
In accordance with Chapter 496 of the Kenya Standards Act (StandardsActCap496, laws of Kenya) and the Import Product Quality Act No. 78 (QualityImportsOrderNo. 78) issued in July 2005, in order to ensure the quality of imported products, Kenyan consumers are provided with safe, For health and environmental protection, Kenya Standards Bureau (KEBS) began to implement the Pre-Export Standard Compliance Verification Program (PVoC) on September 29, 2005. Prior to the implementation of the PVoC plan, Kenya adopted the arrival verification system for imported goods, but it is likely to cause delays in the arrival of goods. In addition, for unqualified products, KEBS needs to be repatriated or destroyed in a manner that does not pollute the environment, resulting in additional burden. Therefore, PVoC has been adopted as a pre-shipment verification method since 2005.
Market access requirements
Kenya Standards Bureau (KEBS) began to implement the Pre-Export Standard Compliance Verification Program (PVoC) on September 29, 2005. The products in the PVoC catalog must obtain a Certificate of Conformity (CoC) before shipment and provide it to the Kenya Customs upon arrival, otherwise they will not be able to enter the country. If there is no special case of CoC, KEBS can decide to carry out inspection on the goods and impose a fine.
Certification mark
PVoC only issues CoC compliance certificates and no certification mark. Agency logo of the Kenya Standards Bureau (KEBS).
Adopted standards
PVoC adopts the Kenyan standard (KS standard), but the test report issued in accordance with the IEC international standard can also be accepted as long as it meets the substantive requirements of the KS standard.
Mutual state recognition
Since Kenya's electrical standards are based on IEC standards, Chinese factories can completely use the second method of PVoC for laboratory reports issued by domestic laboratories in accordance with IEC standards, namely product registration, inspection and limited testing. In particular, CB test reports based on IEC standards that are widely recognized internationally can be used, not only for export to Kenya, but also for more than 40 other countries and regions.
PVoC partially regulated product range
The standard compliance verification plan PVoC covers 14 major categories including electronic and electrical products, toys, automobiles, food, chemicals, textiles and leather, furniture, building materials, and used products. PvoC certification process
Step 1: The exporter submits an import license Import Declaration Form (IDF), proforma invoice and completed application form Request for Certificate Form (RFC)
Step 2: The above application form should detail the goods and provide product quality documents such as test reports, technical parameters, quality management system certificates (if any), etc.
Step 3: PVOC's nearest office determines the feasible implementation plan and applicable standards under the plan
Step 4: If testing is needed, our company coordinates sampling and conducts laboratory testing. Testing must be performed by a laboratory accredited by PvoC
Step 5: On-site inspection will be carried out by the inspection company nearest to the inspection site after completing the above steps. All costs will be borne by the exporter.
Step 6: After the inspection is complete, the exporter submits the final documents (commercial invoice and packing list) to the PVoC office
Step 7: Kenya PVoC Office issues a Customs Clearance Certificate CoC (Certificate of Registration and Formal Approval Certificate)
There are three certificates to obtain PVoC certification
Method a): Customs clearance certificate (COC) inspection certificate for each batch
1. Application: The exporter contacts the PVoC office of the host country and submits the completed RFC and the invoice of this batch of goods, or the Kenyan importer submits the Import Declaration Form (IDF) and a copy of the invoice. Start the PVoC process.
2. Test / inspection: The PVoC office inspects the goods to confirm whether they meet the requirements of the Kenyan standards / technical specifications, and takes samples for testing. If the test results are satisfactory, a CoC certificate will be issued according to the final invoice of the goods provided by the importer ( For air transport, certificates are issued based on pro forma invoices).
3. Validity period of the certificate: The validity period of the CoC certificate is 90 days, which is only valid for the batch of goods. Food, drugs, and chemicals can only be used in mode a).
4. Issuing time: After receiving the application materials and test report, it usually takes 5-10 working days, excluding laboratory test time, and the test time is decided by the entrusted laboratory.
Method b): Product registration certificate + COC certificate for each shipment
If the same product is exported to Kenya multiple times, it is recommended to use method b)
1. Test / Application: The exporter applies to PVoC Registration, Licensing / Certification Center, submits a self-declaration that the product conforms to Kenya standards / technical specifications or international standards, and a product test report issued by a laboratory accredited in accordance with ISO / IEC standards , ISO9000 certificate and other technical support documents. The PVoC Registration, Licensing / Certification Center reviews the documents submitted by the exporter. If problems are found, rectification will be required. After confirming that the product meets the requirements, the PVoC Center will issue a product registration certificate.
2. Inspection and certification: At the time of shipment, the exporter should submit a copy of the product registration certificate, certification application and proforma invoice to the PVoC office. The PVoC office will also inspect the goods, but only for individual batches. Sampling test. The exporter also needs to provide the final invoice of the goods, and the PVoC office will issue a CoC certificate after reviewing various documents.
3. Certificate validity period: The product registration certificate is valid for one year, and the product must continue to meet the registration requirements. If the product is modified, the modified product must also be modified accordingly.
Method c): Product form approval certificate (for manufacturers only)
1. After product registration, if the quality is stable and the compliance requirements continue to be met for a long time, a license can be applied to the PVoC registration, licensing / certification center. PVoC Center will review the product test report and perform supplementary tests if necessary. In addition, the plant's production facilities will be inspected. After reviewing the above steps, the manufacturer will obtain a license for this type of product. When the products are exported in the future, the manufacturer only needs to provide a certification application (RFC), a final commercial invoice and a copy of the license, and the PVoC office can issue a certificate without the need for each inspection and product test.
2. In order to monitor product compliance, the PVoC office reserves the right to sample the licensed products, but will notify the exporter in advance. If the product continues to meet the requirements, the license can be renewed every year, and the factory's production facilities will be monitored and inspected during the renewal. If the product is modified, a re-registration must be applied for.
