The National Certification Body (NCB) is a certification body that issues nationally recognized certificates of conformity to electrical products. To become a member of the CB system, NCB's internal quality system and technical capabilities must meet specific requirements. An NCB can be classified as an accredited NCB or a certification / accredited NCB according to its qualifications.
Accredited NCB
An NCB recognizes CB test certificates and CB test reports issued by other issuing NCBs, and uses this as the basis for issuing its own national certificates and marks within specific product areas and standards.
The accredited NCB does not automatically have the authority to issue a CB test certificate.
Certification / Recognition NCB
In addition to performing the functions of accrediting NCB, the issuing NCB has the right to issue CB test certificates within the scope of its registered standards.
Certification / recognition NCB's scope of accreditation can be larger than its scope. Certification and approval scopes are published in the relevant "scope" area on the website.
The CB laboratory (CBTL) is a laboratory accepted by the CB system. It tests one or more product categories and issues CB test reports under the responsibility of a specific NCB. The CB laboratory can be combined with different NCBs in the CB system, but when it cooperates with multiple NCBs, the test for a certain product category (such as OFF) can only be performed in cooperation with one NCB.
The scope of the CB system
The products covered by the CB system are products within the scope of the IEC standards recognized by the IECEE system. When more than three member states announce that they want and support a certain standard to join the CB system, the new IEC standard will be adopted by the CB system. The currently used IEC standards are published on the CB Gazette and the IECEE website.
At present, electromagnetic compatibility (EMC) is not included in the CB system, unless the IEC standard used specifically requires it. However, the CB system has begun to investigate with its members their willingness to take EMC measurements in conjunction with safety testing. Apply for CB certificate
Regarding the application of CB test certificate, the following points should be noted:
-The application for CB test certificate can be submitted by the applicant to any "certification / approval" NCB covering the product scope.
-The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.
-The application may include one or more factories producing products in one or more countries.
-Applicants / manufacturers / factories located in countries without an IECEE member institution need to pay an additional fee of 150 Swiss francs per CB test certificate to compensate for the operating costs of the system. This fee is charged by the NCB that accepts the CB test certificate application and will be credited to the IECEE account.
-Applicants may require NCB to test products based on national differences in the country where the product is sold.
A manufacturer's product certification for the target market includes the following procedures:
-Applications to the NCB of the target country;
-CB test certificate;
-CB test report (can include national differences);
-Provide product samples to target markets as required by NCB.
The purpose of the sample is to confirm that the product is consistent with the original NCB tested product and has covered national differences.
CB test certificate and CB test report
The CB test certificate is a formal CB system document issued by an authorized NCB. The purpose is to inform other NCBs that the tested product samples are found to meet current requirements. The CB test certificate should not be used for advertising, but it is allowed to use the existing CB certificate as a reference.
A CB report is a standardized report that lists the requirements of relevant IEC standards in a list-by-list form. The report provides the results of all required tests, measurements, verifications, inspections and evaluations, which should be clear and unambiguous. The report also contains photos, circuit diagrams, pictures, and product descriptions. According to the rules of the CB system, the CB test report is only valid when provided with the CB test certificate.
If an NCB has the necessary test equipment and technical capabilities, it can test and evaluate products based on national differences in other countries. These additional tests are attached to the CB test report as an attachment and are usually endorsed by other accredited NCBs.
National differences
National differences are the differences between a country's standards and the corresponding international standards. The national differences of all countries joining the CB system are submitted to the IECEE Secretariat and published in the CB Gazette.
The organizational structure of the CB system
The CB system is managed by the Certification Management Committee (CMC) and reports to the Conformity Assessment Board (CAB) of the International Electrotechnical Commission (IEC). The CAB approves the CMC's recommendations regarding changes to the CB system principles, official appointments, finances, and IECEE policies. The responsibility of CMC is to operate, develop and improve the CB system in accordance with the principles of the CB system, determine acceptance, rejection and termination of membership, and determine new product categories and standards for the CB system.
CMC members are composed of representatives from member countries, including NCB representatives, CMC executives (Chairman, Vice-Chairman, Secretary and Treasurer), Test Lab Committee (CTL) Chairman and Secretary, IEC Advisory Committee (such as ACOS), Security Advisor Representative of the committee, Secretary General of the IEC.
The Test Lab Committee (CTL) is composed of representatives from NCB and CB laboratories. The CTL handles the test procedures and explains the technical requirements, test conditions, test equipment, and comparison tests. Its main goal is to enhance technical credibility and consistency, which is required for mutual recognition of test results within the CB system.

CB Gazette
The CB Gazette provides basic information about the CB system and is the main tool for users of the CB system. The IECEE Secretariat regularly issues CB bulletins. The bulletin contains the following information:

Benefits of the CB system to manufacturers
The CB system can bring benefits to manufacturers who export products to CB system member countries.
These manufacturers can:
-Select a suitable NCB for cooperation;
-All product testing is done by the same NCB, including testing for differences in target market countries;
-Use CB test report and certificate issued by NCB, and get national certification of other countries through NCB of other countries.
Although countries that recognize CB certificates will require manufacturers to submit applications, and may also require samples, they usually do not require additional testing or only a small number of tests, and the application process is mostly management work. Therefore, these enterprises have to spend very precious foreign exchange every year, apply for foreign certification and issue inspection reports by foreign inspection agencies. In order to meet the needs of international trade, the country has gradually implemented an internationally accepted certification system. On May 7, 1991, the State Council promulgated the Regulations on Product Quality Certification of the People's Republic of China, and the State Technical Supervision Bureau also issued some rules to implement the Regulations to ensure that the certification process is carried out in an orderly manner. Since its establishment in 1954, the China Electrotechnical Product Certification Commission has been working to obtain international mutual recognition in order to serve the export of electrical products. In June 1991, the China Electrotechnical Product Certification Commission was awarded the International Electrotechnical Commission's Electrical Product Safety Certification Organization (iEcEE). The Management Board (Mc) is accepted as a national certification body that recognizes and issues CB certificates. Nine subordinate testing stations are accepted as CB laboratories (certification agency laboratories). What is a CB test certificate
This certificate was developed by the International Electrotechnical Commission's Committee for Certification of Electrical Product Safety Certification (IEcEE) certification bodies (CCB). Why apply for a CB test certificate
The company that obtained the cB test certificate is conducive to the export of electrical products used in homes, offices, workshops and similar places. "It is directly related to personal safety. Even in countries that have not implemented compulsory certification, consumers are willing to purchase certified products with certification marks for their own safety. The procedure for applying for a CB test certificate from CCEE is as follows
(1) The applicant is the holder of the CB test certificate The applicant can be a business or an agent of the business. In the latter case, you must submit certification documents authorizing the applicant to handle the application on behalf of the enterprise, and provide certification documents that the enterprise bears the same responsibilities as the applicant. These responsibilities refer to compliance with the rules and procedures of the ECEE, CCEE charter, certification rules and procedures, and relevant national laws of China. Regulations and rules. 2. The application may include one or more manufacturing plants in the applicant's country, and the products manufactured by these manufacturing plants will be controlled by the enterprise. 3. When manufacturing the same product in different countries, the applicant should submit a separate application for the enterprise he represents in each country. 4. If the applicant is in a non-member state of CCB and is applying for a business agent of a non-member state, a surcharge must be paid for each application. The amount of surcharge is determined by the management committee of IECEE. Unless otherwise agreed, the surcharge shall be collected by the CCEE processing the application and remitted to the IECEE Secretariat and deposited into the account of the CB system. Note: Solely-owned enterprises are treated as foreign enterprises, and joint ventures are treated as domestic enterprises.
(2) Preparatory work before application-When an applicant with the status of a legal person intends to sell its products to the world market, it must comply with the IEC standards adopted in the CB system during the product development and design stage (see Table 1). At the same time, the differences between the national standards of the CCB member states and the 1EC standards must also be considered. Before the applicant submits the application and samples, it is necessary to confirm that the products meet the IEC safety standards and the relevant national standards of the exporting country. A person in the organization is responsible for processing the application for the cB test certificate, sending samples, obtaining the certificate, and related matters after obtaining the certificate, and making them understand the CB procedure.
(3) Application Procedures After completing the preparations for the application, the applicant contacted the CCEE Secretariat to obtain a CB test certificate application printed by CCB (see Figure 2). 5.
